Site waste management plans
Tailored SWMPs that keep your project compliant with DEFRA guidance.
SWMP Rossendale
Harding’s Valley Skips (HVS) is at the forefront of effective Site Waste Management Plans (SWMP) in Rossendale and the surrounding areas, helping businesses stay in line with the latest DEFRA guidance and government legislation.
Our goal is to simplify and improve waste management for businesses and contractors — ensuring both environmental compliance and cost-effectiveness.

Legal requirements for SWMPs in England
Since 6 April 2008 it has been mandatory in England for new construction projects worth over £300,000 (excluding VAT) to have an SWMP in place before work starts. The requirement aims to streamline waste management in construction and minimise environmental impact.
The scope and responsibility of an SWMP
The SWMP is a key document throughout a construction project’s lifecycle. It must be updated at least every three months to reflect ongoing changes and waste management activity on site.
For clients
Producing the initial SWMP, appointing the principal contractor, passing the SWMP to them — and updating it if managing the project themselves.
For principal contractors
Updating the SWMP, keeping it on site, making it available to other contractors, and returning the completed SWMP to the client. They must also keep a copy for two years.
Requirements by project value
| Project value | The SWMP must include |
|---|---|
| £300,000 – £500,000 | Waste types, who removes the waste, and where it goes |
| Over £500,000 | All of the above, plus waste descriptions, waste carrier registration numbers, and details of the disposal site’s environmental permit or exemption |

Our approach to SWMP
At HVS we recognise that the true cost of waste includes not just disposal, but raw materials, energy and labour. So our approach involves:
- Weighing, sorting and recording all waste
- Recycling wherever possible
- Providing the information you need to complete your SWMP effectively
Financial and environmental benefits
An effective SWMP can deliver substantial savings — potentially reducing waste-related costs by 5 to 20 times compared with disposal costs alone — and helps you comply with strict legislation designed to limit the impact of landfill.
Tailored SWMPs
Every project is different, so we offer realistic quotations and bespoke plans for both small and large projects.
Ongoing support and compliance
We keep up with the latest DEFRA guidance and legislation, giving you continual support that makes your role as a business or contractor easier and more compliant.
